He is of the <strong>Bakiga</strong> ethnic group, one of the largest communities in western Uganda. Kasingye is the second of eight children born to <strong>Wilson Wamala Gongo</strong> and <strong>Jackline Kyomuhendo</strong>. He attended several schools for his primary education, including <strong>Kayonza Muslim Primary School</strong>, <strong>Butogota Primary School</strong>, <strong>Ntungamo Primary School</strong>, and <strong>Ntungamo Parents Primary School</strong>.
